Rashid Latif Biography


Karachi :   Sindh High Court (SHC) on the Wednesday put on notice the Secretary Ministry of Interprovincial Coordination, Pakistan Cricket Board (PCB), Director General PCB, Security Advisor PCB on petition filed by the former captain and player Rashid Latif seeking appointment of chairman and governing body of PCB as per directives of International Cricket Council (ICC).

Headed by Justice Maqbol Baqar, the division bench also issued notice to Attorney General to file comment in this regard.

The petitioner, Rashid Latif represented by Advocate Abdul Sattar Pirzada, cited Federation of Pakistan through secretary of Ministry Interprovincial Coordination, Pakistan Cricket Board (PCB), Director General PCB, Security Advisor PCB as respondents.

The petitioner submitted that throughout his cricketing career he has struggled to ensure the transparency in all affairs concerning game particularly against match fixing or spot fixing which seeped through system due to insufficiencies prevalent in current constitution.

Petitioner stated that PCB as member of International Cricket Council (ICC) is bound to follow rules and regulations formed by ICC. One of requirement put forth by the ICC has been the appointment of the chairman and governing body of the PCB through electoral process which is direction not only limited to PCB but all members of ICC around world.

It was stated that President of Pakistan has been given unfettered powers to appoint chairman of PCB; whereas, the chairman ought to be appointed by way of election amongst representatives of cricket associations or members of region in order to ensure complete transparency.

Petitioner stated that Pakistan has failed to amend or pass new constitution as per directions of ICC.

He submitted PCB chairman in various press statements has expressed will of putting of whole structure of PCB in place according to requirement of ICC and 2013 deadline given by ICC is approaching nearer but no satisfactory measures have been taken in this regard.

He prayed to court to declare respondents no.1 in exercise of powers conferred upon it by section 3 and 4 o of the ordinance 1962 to create new board as well as constitution accordance with law and as per the directives of ICC.

He prayed to court declare and hold that appointments of respondents no.3 and 4 are unconstitutional.

He prayed to direct respondents no.3 and 4 to show cause as to under what authority law they claim to hold the offices of director general and security advisor of PCB.
